SUMMARY- there are some lovely designs in here(though the blue bird pattern doesn't look like anything but a random bit of tatting to me). Instructions are in written notation and not broken down, as was the custom of the time it was published. At least the author didn't use microscopic print or white print on a black background. It is relatively easy to read, with a small black-and-white photo of each sample.
At the time of this review(Feb. 2015), Georgia Seitz with Bella Online is conducting an on-line seminar that is converting the patterns from this particular collection of patterns into modern notation. A copy of this book is probably up on Bella Online for download, or you can try
http://www.antiquepatternlibrary.org/ . They didn't have a pdf of it up as of this writing, but stuff gets donated and put up all the time, so it's worth checking - and it's a great site for other antique tatting books. Be sure and donate a few bucks if you find it worthwhile. They are a nonprofit, and it costs a lot for them to support and keep the free service up and running.
